HP’s High Court ruled today that the National Council for Teachers Education (NCTE) notice that B.Ed candidates will also be admitted to the Junior Basic Teacher (JBT) post is for the Elementary Education Department of the State.

A department bank consisting of Judge Tarlok Singh Chauhan and Judge Satyen Vaidya explained the hiring process initiated by the HP Public Service Commission (HPSSC) through an advertisement published on December 19, 2018 for

the posts of JBT without including the category prescribed by the NCTE, which violates Articles 14 and 16 of the Constitution.

The court instructed the HPSSC to complete the recruitment process initiated in accordance with the above announcement by considering the candidates with the qualifications prescribed by the NCTE in its notification of June 28, 2018, as suitable in addition to the already admitted applicants.

The court ordered the department to amend the recruitment and promotion rules accordingly in 2017 to avoid future concerns. It passed the verdict on a number of petitions in which the qualification criteria prescribed by the primary education office were challenged.
